PPROBLEM TO BE SOLVED: To reduce quantization noise. PSOLUTION: A quantization control circuit 13 calculates a non-linear detection value corresponding to a difference between values of adjacent pixels included in a macro block for every macro block into which a specified sized picture is divided. According to the non-linear detection value, the quantization control circuit 13 changes quantization parameters for controlling the quantization steps of a quantization part 12b which quantizes macro blocks.
