PROBLEM TO BE SOLVED: To provide safe user authentication without modifying an existing system.SOLUTION: An authentication request conversion apparatus has an identification information storage means for storing user identification information, verification information and service authentication information in association with one another. The authentication request conversion apparatus receives an authentication request including the user identification information from a user terminal. The authentication request conversion apparatus acquires from the identification information storage means the verification information associated with the user identification information included in the received authentication request, and verifies whether the user terminal that has transmitted the authentication request is legitimate or not using the verification information acquired from the identification information storage means. The authentication request conversion apparatus acquires the service authentication information associated with the user identification information included in the authentication request from the identification information storage means when the user terminal is verified as legitimate, and transmits the acquired service authentication information to a service provision apparatus via the user terminal that has transmitted the authentication request.
