PPROBLEM TO BE SOLVED: To distribute content raw materials for easily creating image content giving a visual effect to a viewer. PSOLUTION: A content distribution device distributes content raw material which is displayed on the screen of portable electronic equipment of a user by being downloaded to the portable electronic equipment of the user. The content distribution device is provided with a content distribution part for distributing a content raw material to be displayed on the screen so as to be superimposed on the background image of the image content as the configuring element of the image content, the content raw material having a prescribed display condition for a background image in order to give visual effect to the viewer of the image content.
