PPROBLEM TO BE SOLVED: To provide a scream detector capable of improving accuracy of scream detection. PSOLUTION: The scream detector 10 includes: a voice signal receiving section 11 for receiving input of a voice signal; a frame dividing section 12 for dividing the voice signal in which input is received from the voice signal receiving section 11; a power information obtaining section 13 for obtaining power information of the voice signal for each frame which is divided by the frame dividing section 12; a harmonic information obtaining section 14 for obtaining harmonic information of the voice signal for each frame which is divided by the frame dividing section 12; a base frequency obtaining section 15 for obtaining basic frequency information of the voice signal for each frame which is divided by the frame dividing section 12; and a scream determination section 16 for determining whether or not, input voice is scream, based on the results obtained by the power information section 13, a harmonic information obtaining section 14 and the basic frequency obtaining section 15.
