PROBLEM TO BE SOLVED: To provide an excellent moisture absorbing and discharging material, which increases the most moisture-absorbing amount from a middle humid zone to a high humid zone by reforming siliceous shale as compared to raw stone, and discharges the absorbed moisture in case of decreasing a relative humidity to attain a rapid discharge of the moisture without any humidity accumulation.;SOLUTION: In the moisture absorbing and discharging material, a sodium chloride adheres to at least the inside of the fine pore of the siliceous shale having many pores in which an average fine pore diameter is 3-18 nm and a specific surface area is 80 m2/g or more.
