PPROBLEM TO BE SOLVED: To prevent a vertical streak, to reduce the display unevenness of a liquid crystal when used, for example, in a retardation film of a liquid crystal display element or the like, and to improve surface quality. PSOLUTION: This thermoplastic film Fa' contacts with either of nip rollers 37 and 39 at a lap angle of 1-60 when conveyed between the nip rollers 37 and 39 while a pre-stretched film Fa is vertically stretched in an aspect ratio of above 0.01 and below 0.3 using the first nip roller 37 and the second nip roller 39, wherein diameters of the first nip roller 37 and the second nip roller 39 are set to R.
