PPROBLEM TO BE SOLVED: To provide a coating metal sheet which is not discolored even when receiving an impact such as friction from an external part and being left for a long time and has excellent workability, to provide a paint used for the coating metal sheet and to provide a method of manufacturing the coating metal sheet whose discoloration is prevented. PSOLUTION: A base body resin, a crosslinking agent including a melamine resin and an isocyanate resin and a pigment are included in the paint for the coating metal sheet. A surface coating film is formed by using the paint for the coating metal sheet on a metal sheet to obtain the coating metal sheet. The pigment preferably includes a pigment having 0.5 m average particle diameter, an organic pigment and at least one of an IR reflecting pigment and an IR transmitting pigment.
