PPROBLEM TO BE SOLVED: To reduce the number of times of memory access when calculating a pixel value of a reference block, and to decrease memory access bands required for a moving picture decoding apparatus. PSOLUTION: A moving picture decoding apparatus is configured to decode a moving picture encoded by a moving picture encoding system using inter-frame prediction. The moving picture decoding apparatus includes a means for substituting a protruded pixel of a block protruded from a boundary of a minimum access unit of a memory with a nearby pixel value within the block, when reading out pixel value data of a reference frame stored in the memory for a block unit based on a motion vector.
