The device has a radio communication unit provided with a transceiver. An on-vehicle unit is provided with a receiver. The transceiver transmits a data packet in a frequency band. Another transceiver sends or receives data packet in a frequency band. A radio signal is provided with two data packets that are arranged in the latter frequency band. Duration of the data packets is delayed by a data packet sequence. The latter transceiver controls the former transceiver for realizing data packets transmission or reception operation. An independent claim is also included for a dedicated short-range communication (DSRC) standard 5.8 and 5.9 GHz selective wireless electric signal communication realizing method.
