The planning of the urban transport is complicated and combinatory, so that the purpose of the present invention is to provide a system and method for optimizing the urban transport, which besides optimizing the timetables, the vehicle assignation and personnel assignation, it includes a maintenance module, a management module, a module for evaluating the management of the operators, and mainly a re-assignation module in real time for solving common situations as breakdowns, collisions, delays and advancements within the same system. Each of these assignations in the urban transport is generally performed in a manual form by experts and in a disaggregated manner. The present invention solves different parts of the transportation problem in an integral manner using mathematical models and efficient optimization algorithms. The invention is adequate to the Mexican reality: transport network with more than 100 routes, where the competence between private companies involves the existence of different routes over different branches of the road network in the city; the urban transport units do not have unique lanes for their travel and the traffic lights are not calibrated for the urban transport.
