The present invention refers to an integral system for safety, surveillance and anonym citizen complaint that interacts with mobile devices and television by means of a plurality of techniques and technologies operated by servers that control networks of multiple simultaneous clients-mobile devices- which are communicated with the Public Safety Office and Civil Organizations for sending complaints and alerts of extraordinary events on board of a vehicle or in the street, such as a metrobus, metro or bus stop or station. Said servers are cross-linked and useful for transmitting in real time and in a parallel form information and important data to television programs, referring to the content being displayed in said program, so that the user of the mobile device may interact with the program for obtaining rewards from the complaints and/or alerts sent to the Public Safety Office or the like organism.
