A complex of engineering constructions for protection against flooding and underflooding with surface and subsoil waters of territory of inhabited locality includes in pressure water-bearing horizon a system of vertical drainage that comprises water-intake wells, closed pipelines and a water receiver. For collection of excess surface and subsoil waters that can not be taken off at increase of water load by means of vertical drainage self-flow collectors and shutoff draining of open or closed type are used.
