The present invention relates to hydrogen energy technologies and specifically for hydrogen extraction, employing the interaction of nanocrystalline metals and their alloys with water, during which hydrogen is separated and metal hydroxide is formed. The nanopowder of metals and their alloys activated in plasma are placed into water, hydrogen is extracted and the surface of metals is covered with the hydroxide layer. The extracted hydroxide is placed into H2 or Ar+H2 or water based (H2O vapour, Ar+H2O; H2O+H2O, etc.) plasma in vacuum at pressure up to 1-5 Pa and retained from 1 min to 180 min depending on activation degree demand. During the processes in plasma, complete decomposition of hydroxide occurs, the surface of metals and their alloys becomes metal and hydrogen extraction cycle may be repeated once again, placing metals or their alloys into water. The cycles of hydrogen extraction and hydroxide decomposition may be repeated no less 100 times. ˙
