The present invention relates to an alkali-activator for use in cement-free concrete in which industrial by-products, such as blast furnace slag, fly ash and bottom ash, are used instead of cement, the alkali-activator in powder form allowing convenience of use and uniform product quality, and thus the cement-free concrete using same allows consistent product quality with respect to the strength and usability thereof to be ensured.
