The present invention solves to a certain extent the problem of low quality of service provided for a hot spot terminal and a broadband terminal, when the hot spot terminal and the broadband terminal share specified broadband resources. The specific steps may comprise that: a network access device receives a network access request sent from a terminal that attempts to access the network; if the access identifier of the terminal that attempts to access the network indicates that the terminal that attempts to access the network is a hot spot terminal, the network access request is encapsulated according to CAPWAP and the encapsulated network access request is sent to a control device; the encapsulated network access request is used to instruct the control device to perform network access authentication on the hot spot terminal according to the encapsulated network access request and by using an authentication server; the hot spot terminal accesses the network after the hot spot terminal passes the network access authentication.
