A method for increasing latent heat utilization efficiency during seawater desalination comprises the following steps: providing a thermoelectric device (1) comprising a thermoelectric unit (2), a cold-side heat sink and a hot-side heat sink (4) arranged respectively on the two sides of the thermoelectric unit (2), and thermally conductive insulating films (3) respectively arranged between the thermoelectric unit (2) and the cold side heat sink (4), as well as between the thermoelectric unit (2) and the hot side heat sink (4); providing power to the thermoelectric device (1) so that the thermoelectric unit (2) generates the Peltier effect, where the surfaces on the two sides of the unit generate endothermic and exothermic effects respectively, and the effects are transferred to the cold-side heat sink and the hot-side heat sink (4) respectively by means of the thermally conductive insulating films (3), during which steam is cooled down and quickly condensed when passing through the cold side heat sink (4), and the released latent heat of condensation is quickly absorbed by the cold side heat sink (4). By means of the thermoelectric unit (2), the latent heat is transported to the hot side heat sink (4) for the use of preheating seawater or generating evaporation, so that the heat is recycled. An apparatus to increase latent heat utilization efficiency during desalination is also provided.
