Disclosed are a method and device for reporting and issuing frequency band scalability. A terminal side receives terminal capability query information of a network side, determines a list of frequency band intervals to which frequency bands supported by self belong, and reports the supported frequency bands via a cell corresponding to the list of frequency band intervals to which the frequency bands belong; when issuing frequency band capability supported by self, the terminal side determines a list of frequency band intervals to which frequency bands supported by self belong, and issues the supported frequency bands via a cell corresponding to the list of frequency band intervals to which the frequency bands belong. With the solution of the present invention, the frequency bands belonging to different list of frequency band intervals are allowed to be reported and issued via different cells, thus the problem that the frequency bands are limited in number as found in frequency band reporting and issuing is solved.
