The present invention provides a monotone optimization method for maximizing multi-cell downlink weighting and rate, and belongs to the technical field of wireless communication, so that the problem on the optimization of the weighting and the rate is considered as the problem on monotone optimization under a reachable capacity region, and the monotone optimization method is designed by the steps of determining and searching, sequential dividing, and vertex resetting. The monotone optimization method can effectively decrease the number of times for solving feasible problems, reduce the complexity in calculation, and improve the rate of convergence.
