The present invention imparts a low-temperature thermosetting property superior to that of a phenol resin prepolymer to a prepolymer that is a blend of a blocked polyisocyanate compound and a polyisocyanate reactive compound, and the generation of an unpleasant odor or toxic gas that affects the environment is suppressed during manufacturing or thermosetting, the thermoset plastic that results from the thermosetting is provided at a cost comparable to that of a phenol resin, and the generation of formaldehyde is suppressed.
