The embodiments of the present invention relate to a processing method and a network device for international mobile equipment identity (IMEI) information. The method comprises: a network device receiving an access request message which is forwarded by a base station and sent by a first user terminal (110); when the access request message carries original IMEI information about the first user terminal, identifying whether the original IMEI information is the same as the IMEI information used by a second user terminal which has already been in a network (120); if it is the same, then constructing target IMEI information according to the original IMEI information, an access serial number of the first user terminal and information about the network device (130); and sending the target IMEI information to a peripheral network device in the network, so as to enable the peripheral network device to use the target IMEI information to identify the first user terminal (140).
