Embodiments of the present invention relate to the communications field. Provided are a method, a base station, a user equipment (UE) and a system for parsing an extended power headroom report (PHR). The method comprises: receiving a media access control (MAC) packet data unit (PDU) sent by a UE, wherein a MAC sub-head of the MAC PDU comprises a reserved bit R, an extended bit E and a logic channel identifier (LCID); and obtaining the LCID in the MAC sub-head, obtaining a media control element (MCE) corresponding to the MAC sub-head according to the LCID, and parsing the extended PHR in the MCE. The base station comprises a receiving module, an obtaining module and a parsing module. The UE comprises a setting module and a sending module. The system comprises a base station and a UE. The present invention can prevent a problem of a resource waste caused by L field setting in the MAC sub-head; in addition, parsing correctness does not need to be judged according to the L field, which reduces complexity in parsing the extended PHR.
