A circuit over-voltage protection and voltage relief system of a pressurized water reactor nuclear power plant comprises a voltage stabilizer (1), a voltage removal and relief box pipeline (2), and a voltage stabilizer safety valve and a plurality of pneumatic isolating valves and electric isolating valves. The voltage stabilizer safety valve is disposed on a pipeline connected to the voltage removal and relief box pipeline (2), of the voltage stabilizer (1), and three parallel branch circuits are disposed on the pipeline connected to the voltage removal and relief box pipeline (2), of the voltage stabilizer (1). A first branch circuit comprises an electric isolating valve A (5) and a pneumatic isolating valve A (6) serially connected, a second branch circuit comprises an electric isolating valve B (7) and a pneumatic isolating valve B (8) serially connected, and a third branch circuit comprises an electric isolating valve C(9) and a pneumatic isolating valve C (10) serially connected. The system can perform over-voltage protection and voltage relief functions in working conditions where the nuclear power plant is in normal operation or a basic accident or a serious accident occurs, so as to ensure the safe state of the reactor.
