Disclosed are a kite power generation apparatus and a power generation control method. The kite power generation apparatus comprises a kite (7) and a ground power generation platform (101), wherein the one or more ground power generation platforms are provided with a generator (103) as well as a first winch (102) and a second winch (111) which are coaxially connected via a clutch (10), and a cable wound on the first winch is connected to a cable wound on the second winch via a first support (611) and a second support (621) which are arranged on the power generation platforms to form a circulating cable (402) between the first winch and the second winch; the kite can be fixedly connected to any point on a circulating cable via a traction cable; the winches are connected to a first torque motor (501) and a second torque motor (502) via a gear or a chain respectively; the taking off and the paying off of the winches are controlled by means of the torque motors, or a stepping blower or a servomotor; and the moment generated by the winches is connected to a gearbox via a power output shaft to drive a generator to generate power. The kite power generation apparatus has a simple structure and is high in power generation efficiency.
