Disclosed are a heat treatment-based method for manufacturing alloy powders for a rare-earth magnet and a method for manufacturing the rare-earth magnet. A rare-earth magnet is crushed by using coarse alloy powders, and fine powders are obtained by performing micro-grinding by using a jet milling. The fine powders are obtained by performing heat treatment in a period longer than 6 minutes and shorter than 24 hours in a temperature of 100 to 1000 degrees centigrade in vacuum or inert gas. A process of fine power heat treatment is added after the process of the micro-grinding of the jet milling and the shaping process in a magnetic field, so that a great change occurs on the sintering of powders, thereby achieving an objective of manufacturing a magnet with high coercivity, high squareness and high heat resistance.
