In order to predict the appearance of a snake in an electrical facility, the present invention is provided with: a facility database (44) for storing location information about an electrical facility that includes a utility pole (P) and a transmission line tower, while using at least one of temperature, humidity, weather, and wind direction as environment information; a snake information database (45) for storing discovered-time information that includes the date and time when a snake (H) was discovered in or around an electrical facility, as well as the environment information and the location; an input unit (41) for entering a period for which prediction is to be made and at least one of the items of the environment information as prediction conditions; and a prediction task (47) for identifying, on the basis of the location information and the discovered-time information, an electrical facility which conforms to the prediction condi tions entered by the input unit (41) and in which the snake (H) is predicted to appear.
