The present invention relates to: a double disc separator for separating out soil, including integrated unit double discs having a gap therebetween, adjusted by a spacer, when soil having high moisture content is separated out and a scraper for preventing soil from being agglomerated or fixed; and an apparatus for separating out soil by using the same. The present invention is characterized by the double disc separator for soil having high moisture content and the apparatus for separating out soil by using the same, the double disc separator comprising: a shaft to which unit double discs for selecting soil having high moisture content and a plurality of second scrapers for adjusting a gap between the double discs are alternately coupled; shafts arranged in a plurality to selectively transfer soil, wherein the unit double discs coupled to the shafts are alternately arranged at the boundary of neighboring shafts to maintain a gap according to the size of soil to be separated out; an inlet portion motor, a center portion motor and an outlet portion motor provided in respective regions to provide power to sprockets provided to the ends of the shafts through a driving sprocket at a drive speed controlled by an inverter for rotating shafts divided into the corresponding regions of a plurality of inlet portion, center portion and outlet portion regions; and a scraper, provided under the shaft, for removing soil.
