The apparatus has a central telescopic pole comprising a fixed part (3a) integral with a base, an intermediate part and an upper part. A deployment mechanism comprises a mast winch (4). A support plate is mounted at an upper end of the pole. A safety unit (9) comprises a pawl (10) that is extended through a lumen (15) when the cable is broken. Bores are formed along the intermediate part of the pole such that the fall of the support plate is limited to distance separating the bores formed along the intermediate part of the pole.
