Embodiments of the present disclosure relate to a system implemented using a software-defined network (SDN) interoperability architecture for performing video conferencing. Embodiments of the present disclosure provide a decision engine application, a decision engine controller, and a media processing resources (MPRs) that provide conferencing capabilities. The system implemented using a software-defined network (SDN) interoperability architecture allows for distributed media routing and contextual provisioning of a conference based upon static and dynamic variables in real-time, moderator control, and/or user control. Contextual provisioning may be employed to adjust the settings for a conference and to select the different components (e.g., hardware and software components) that are employed in the conference based upon static and dynamic variables. Additional embodiments of the present disclosure relate to distributing decoded streams between video conferencing components and performing capacity management by basing determinations upon state information and costs involved in allocating resources in a cloud environment.
