Embodiments of the present invention provide a base station energy saving method and apparatus and a base station, and relate to the technical field of communications. The method comprises: a macro base station receiving an energy saving switching request sent by at least one pico-cell base station, each energy saving switching request carrying first parameter information; determining, according to the first parameter information and an energy saving switching condition, whether the at least one pico-cell base station satisfies the energy saving switching condition; and when the at least one pico-cell base station satisfies the energy saving switching condition, sending an energy saving switching command to the at least one pico-cell base station, so that the at least one pico-cell base station enters an energy saving state. In the present invention, a macro base station determines, according to first parameter information of at least one pico-cell base station and an energy saving switching condition, whether the at least one pico-cell base station can be switched to an energy saving state, which fully considers a load condition of the macro base station, so as to ensure that the macro base station can normally serves a user covered by the at least one pico-cell base station.
