The present invention relates to a mooring management apparatus to be applied to a vessel mooring system for managing mooring of a vessel and to be installed in a berth facility. The mooring management apparatus receives a user's request for supplying electric power and tap water to a moored vessel, calculates costs for electric power or tap water corresponding to the received user's request, and presents the calculated costs to the user. If the payment of the calculated costs is requested by the user, the mooring management apparatus is connected to an external payment server through a network to process the payment of the calculated costs. If the calculated costs relate to electric power, the mooring management apparatus supplies electric power to a berthed vessel from an electric power source installed in the berth facility after the payment of the calculated costs is completed. If the calculated costs relate to tap water, the mooring management apparatus supplies tap water to the berthed vessel from a tap water source installed in the berth facility after the payment of the calculated costs is completed.
