Provided is a novel frequency synchronization apparatus that achieves the establishment of frequency synchronization using an IP network. A frequency synchronization apparatus (10), which synchronizes the clock frequencies between a master device (102) and a slave device (103), comprises: a frequency offset calculation unit (12) that calculates a frequency offset (O) that is a deviation of the clock frequency of the slave device (103) relative to the clock frequency of the master device (102); and a synchronization timing calculation unit (14) that calculates, on the basis of both a residual frequency offset (Ores) remaining after multiplication of the frequency offset (O) by a convergence factor and the minimum frequency unit adjustable in the slave device (103), an interval time (T) in which to perform a synchronization process for synchronizing the clock frequencies next.
