A blue-phase liquid crystal display panel and a blue phase liquid crystal display, comprising: an upper substrate (1) and a lower substrate (2), wherein an upper electrode (4) is provided on the upper substrate (1), and a lower electrode (5) is provided on the lower substrate (2); and the upper electrode (4) and the lower electrode (5) are misaligned with each other. The blue-phase liquid crystal display panel further comprises: an upper prism film (6) which is arranged opposite to the aligningly joining direction on the upper substrate (1), and a lower prism film (7) which is arranged opposite to the aligningly joining direction on the lower substrate (2), wherein the lower prism film (7) is used for refracting light rays to be emitted into the lower substrate (2),so as to enable the refracted light rays to penetrate through blue phase liquid crystals (3) in a direction perpendicular to a tensile direction of the blue-phase liquid crystals (3); and the upper prism film (6) is used for refracting the light rays emitted out from the upper substrate (1), so as to enable the refracted light rays to emit out in a direction perpendicular to the upper substrate (1).
