The present invention provides geopolymer compositions using waste concrete powders and blast furnace slag composed of 30-70 part by weight of waste concrete powders, 30-70 part by weight of blast furnace slag, and10-30 part by weight of water glass as a liquid-phase activation agent so as to substitute cement with waste concrete powders and blast furnace slag and to provide an excellent compressive strength as well as a manufacturing method for geopolymer compositions using waste concrete powders and blast furnace slag comprising: a stage of preparing by collection of waste concrete powders produced in a recycling process of waste concrete and blast furnace slag produced in a steel-making process, respectively; and a stage of mixing 30-70 part by weight of the waste concrete powders with 30-70 part by weight of blast furnace slag; and' a stage of formulating a paste by feeding 10-30 part by weight of water glass as a liquid-phase activation agent into a mixture of the waste concrete powders and the blast furnace slag; and a stage of forming to shape the paste; and a stage of curing the formed paste at a warm temperature.
