The present invention is to treat leachate generated in burial sites where livestock are buried because of foot-and-mouth disease or avian influenza and, more specifically, to a method for composting the leachate from the burial sites by using bottom ashes and a fertilizer manufactured by the same which includes a sterilization step of primarily putting strongly acid chemicals less than pH 4 or strong alkali chemical more than pH 10 into the burial sites or a retention tank; a step of extracting the leachate by installing a sucking pipe in the burial sites or the retention tank after completing the sterilization step; a step of preparing slurry by mixing the extracted leachate and the bottom ashes at a predetermined ratio; a step of secondarily sterilizing by thermally treating the slurry; a step of inputting fermentation microbiology into the sterilized slurry and mixing the same; and a step of fermenting the slurry in which the fermentation microbiology is mixed.
