PURPOSE: Sensors can be more cost-efficiently arranged while maintaining the network performance. CONSTITUTION: An interface unit receives information for event sensing rate required by a user and information for the performance of a sensor, and provides a sensor arrangement result based on it. An initial locating unit uses information for the performance of a sensor received based on GIS (geographic information system) information of a region to constitute a sensor network, and locates a sensor to satisfy the event transmission performance and the event sensing performance of each sensor. A relocating unit maintains the event sensing rate required by a user, and relocates a sensor located based on SA (simulated annealing) method using system cost function to minimize the number of sensors located in the region.
