PURPOSE: A water manufacturing device having a specific stable isotope composition and a water manufacturing method using the water manufacturing device are provided to cost-effectively manufacture water having a specific stable isotope composition using isotopic fractionation by evaporation. CONSTITUTION: A water manufacturing device having a specific stable isotope composition includes an evaporation cistern(110), a heating portion(120), a water level sensor portion(130), a water level control portion (140), a vaporize water gathering portion(150), and a residual water gathering portion(160). A steam inlet(112) is equipped at an upper part of the evaporation cistern, and water is filled in the evaporation cistern up to a predetermined height. The heating portion is disposed at a lower part of the evaporation cistern and controls a temperature of the water. The water level sensor portion generates a discharge signal or a stop-injection signal to control a ratio of water evaporated in the evaporation cistern and thus senses a water level in the evaporation cistern. The water level control portion controls the water level in the evaporation cistern in response to the discharge signal or the stop-injection signal received from the water level sensor portion. The vaporize water gathering portion gathers steam that is evaporated from the evaporation cistern and flowed into the steam inlet. The residual water gathering portion gathers residual water remaining in the evaporation cistern after evaporation in response to the discharge signal received from the water level sensor portion.
