The present invention relates to an improvement method for RH decarburizing efficiencies by increasing an oxygen concentration in a converter refined molten steel upon manufacturing of ultra low-carbon steels, and provides an improvement method for RH decarburizing efficiencies upon manufacturing of ultra low-carbon steels, comprising; a step of tapping a converter refined molten steel into a ladle upon manufacturing of ultra low-carbon steels; and a step of controlling a basicity of a slag teemed into the ladle within a preset range by feeding quicklime into the ladle upon the converter tapping; and a step of temperature measurement, acidity measurement and sampling by transferring the ladle with a controlled basicity in the above process to a BS(Bubbling stand) ; and a step of feeding a slag oxidizer capable of increasing an iron oxide composition in the slag into the ladle with temperature measurement, acidity measurement and sampling in the above process: and a step of transferring a molten steel with an increased o.
