The present invention relates to a wrinkle forming device on an inner shrinkable container in a spray vessel, specifically a wrinkle forming unit on an inner shrinkable container stored inside a spray vessel which does not use spray gas (spraying agent), and a wrinkle forming device including the same. The present invention provides the wrinkle forming unit which comprises the followings: a storage space with a plurality of supporting frames uniformly arranged to surround a central part, and the central part for receiving the shrinkable container; a plurality of rods penetrating the supporting frames, and moving inside the storage space in a linear motion; a plurality of actuators moving the rods in a linear motion by being connected to the rods; and a plurality of pressing arms installed on each tip end of the rods to move with the rods, forcibly and uniformly pressing the outer surface of the shrinkable container for forming wrinkles on the outer surface of the shrinkable container. Therefore, according to the present invention, the multiple pressing arms are uniformly arranged around the circumference of the shrinkable container and are moved by the actuator for forcibly pressing the outer surface of the shrinkable container. An air injection delaying nozzle is installed on an inlet of the shrinkable container or a spraying port (injection port) of a cap coupled to the inlet of the shrinkable container for forcibly pressing to prevent the slipping by the uniform pressing the shrinkable container which is expanded enough.
