Provided are a passive safety system and an integrated reactor having the same which include: a reactor vessel of the integrated reactor; a safe guard vessel formed to enclose the reactor vessel at the predetermined regular intervals to be able to fill in the space between the reactor vessel and itself, when an accident of coolant loss occurs, with a coolant; at least one connecting portion including a hollow portion and connected to a steam generator inside the reactor vessel; and a cover for the connecting portion formed to enclose the hollow portion, and installed to be able to open and close a safety protection container in order to enable the maintenance of the steam generator through the hollow portion from the external of the safety protection container.
