Provided are an organic-inorganic hybrid coating solution composition and an organic-inorganic hybrid steel sheet which has a coating layer formed with the coating solution composition, wherein the coating solution composition includes 12-36 wt% of a urethane-acrylic composite resin, 8-24 wt% of a nanosilicate-phenoxy composite resin, and 40-80 wt% of an inorganic corrosion agent based on powder. The present invention may provide a coating solution composition with improved solution stability and a coating steel sheet with improved corrosion resistance, solvent resistance, and conductivity.
