The present invention relates to a cosmetic composition for skin whitening comprising an extract of Yeonwoojuanbang (lotus flower, lotus root, and lotus seed) and Yeonbang and Korean herbal medicine cosmetics for skin whitening prepared by using the same. For the water or ethanol extract of the Yeonwoojuanbang (lotus flower, lotus root, and lotus seed) and Yeonbang, the Yeonwoojuanbang (lotus flower, lotus root, and lotus seed) and Yeonbang are dried, and hot-water extraction is repeated three times for three hours at an extraction temperature of 80-100C using water containing purified water having 10 times the dry weight of the dried materials or reflux cooling extraction is repeated three times for three hours at an extraction temperature of 60-80C using an ethanol solvent, to obtain an extract, followed by filtering under reduced pressure and freeze-drying, thereby obtaining the final extract.
