The present invention relates to a Cistanche tubulosa and fucoidan extract having effects of preventing hair loss and promoting hair growth and a manufacturing method of the same and more specifically, to a Cistanche tubulosa and fucoidan extract for preventing hair loss and promoting hair growth and a manufacturing method of the same wherein the extract contains at least one extract as an active ingredient among: an extract, as a phenylethanoid glycoside, including at least one among echinacoside, acteoside, and a sulfuric acid group; and an extract including at least one among the phenylethanoid and the sulfuric acid group.
