The present invention relates to a pneumatic and hydraulic apparatus which is a pump for sucking and discharging a fluid and is a kind of an industrial apparatus. A gear pump as an apparatus according to an existing prevention has two spur gears, which rotate while engaging with each other on the same plane in order to transfer a fluid, so that a leakage due to a gap between the teeth of one of the gears and the other of the gears can be increased; and is unsuitable for being used as a pneumatic apparatus especially because the gears are difficult to have a large size and capacity when manufactured. A pneumatic and hydraulic pump according to the present invention for solving problems above is referred to as a bumpy arc rotor pump because two rotors sucking and discharging a fluid are installed in the pneumatic and hydraulic pump and have concave arcs and convex arcs, wherein the rotors rotated in the opposite directions to each other by timing gears at the bottoms thereof rotate to suck and discharge the fluid while the concave arc surfaces of one of the rotors alternately touch the convex arc surfaces of the other of the rotors.
