A plurality of block groups are manufactured by connecting a plurality of block bodies (10) to have a ring shape by inserting, into the through hole, a rope/wire penetrating a through hole. The length of the rope/wire is set so that the average of the length of the rope/wire between block bodies is 0.1 to 0.4 times of the length of a side of a block body. The block groups connected by the rope/wire with the predetermined length are piled up on seabed by dropping the block groups on the surface of the sea to at least make a part of the artificial submarine ridge with a roughly conical shape. The artificial submarine ridge is arranged by straightly overlapping a plurality of conical structures in a direction of blocking of the flow of sea water.
