The present invention relates to a power generating apparatus using a spinning wheel, and to an eco-friendly renewable power generating apparatus with a spinning wheel which has a water storing room on one side to store water therein and a generation room divided by a partition wall on the other side for generating power. The eco-friendly renewable power generating apparatus with a spinning wheel comprises the generation room including: a spinning wheel chamber which has a spinning wheel repeatedly rotated by water falling from above and installed in the direction parallel to the partition wall; a generation chamber which is formed alongside the spinning wheel chamber and which has a generator generating power by being connected with the central shaft of the spinning wheel; and a circulation chamber which is formed in the lower part and which accommodates water discharged from the spinning wheel chamber, supplies the water to the water storing room, and then recirculates the water. According to the present invention, the eco-friendly renewable power generating apparatus with a spinning wheel can conveniently generate hydraulic power everywhere without large civil engineering construction, such as a dam or an embankment, thereby being installed in a small installation space and an occupied area without limitation of area, reducing installation period and costs required for installation and maintenance, and having excellent generation efficiency.
