The present invention relates to a structural topology optimizing design apparatus and a method in direct frequency response analysis and, more specifically, to an apparatus and a method for providing an effective phase design result for a structure by determining a natural frequency relationship between a frequency and an analysis model using compliance rates and without obtaining the eigen value in a frequency response analysis using direct observation. According to the present invention, the natural frequency relationship between the frequency and the analysis model can be determined using the compliance rate and without obtaining the natural frequency. Even if the frequency is larger than the natural frequency, the optimal and effective phase design result for a structure can be provided.
