Disclosed are a circuit for mitigating output fluctuations of wind power generation, which can mitigate output fluctuations of wind power generation using a supercapacitor, and a wind power generation system using the same. The wind power generation system comprises a rectifying unit for converting an AC voltage generated from a wind generator into a DC voltage; a charge and discharge circuit unit connected to a rear end of the rectifying unit of the wind generator and having multiple supercapacitors which are connected in series and charged and discharged to maintain a constant output voltage; a balance circuit unit connected in parallel with the charge and discharge circuit unit, measuring a voltage of each supercapacitor, and balancing voltages of both ends of the charge and discharge circuit unit by performing charging when a measured value is less than or equal to a predetermined value and performing discharging when the measured value is greater than or equal to the predetermined value; a step-down/boost circuit unit connected in series with the rear end of the rectifying unit and stepping down or boosting up a level of the DC voltage output from the rectifying unit; and an inverter circuit unit electrically connected to the step-down/boost circuit unit to receive a required voltage and converting the received voltage into output AC power to output the AC power, thereby maintaining the constant output voltage to prepare for sudden output fluctuations of the wind generator according to the intensity of wind.
