A citizen safety net system (1) based on indoor and outdoor locations in a train according to the present invention includes: a mobile terminal (10) which receives a signal from a GPS (2), and a signal from an access point (AP) (3) on a local network and generates its real-time indoor and outdoor location information; and a train management server (20) which acquires and manages indoor and outdoor map information related to a train (4), travel information of the train, the real-time indoor and outdoor location information of the mobile terminal (10) received from the mobile terminal (10), wherein the AP (3) is arranged in each passenger car (5) of the train (4) to generate the real-time indoor and outdoor location information of the mobile terminal (10) in the train (4) in passenger car (5) units, and wherein when accidents and/or complaints related to the train (4) are received to the train management server (20) through an application mounted on the mobile terminal (10), the train management server (20) secures the real-time indoor and outdoor location information of the mobile terminal (10) together with the contents of the accidents and/or the complaints in passenger car (5) units.
