An apparatus for controlling a gain according to a rate of change in water level of a steam generator of a nuclear power plant of the present invention includes a water level change amount detection unit to detect an amount of change in water level of a steam generator; a change rate calculation unit to calculate a rate of change in water level with respect to the detected amount of change in water level; a compensation value calculation unit to calculate a compensation gain value corresponding to the detected rate of change in water level; a nuclear reactor output detection unit to detect if an output of a nuclear reactor is equal to or lower than a predetermined output level; and a gain compensation control unit to output a control gain value, which is obtained by combining a normal gain value provided to control a proportional integral controller and the compensation gain value, to the proportional integral controller, if the output of the nuclear reactor is equal to or lower than the predetermined output level.
