The present invention relates to a textile transferring device of a high temperature and high pressure dyeing machine proceeding dyeing under a high temperature and a high pressure (130C and 3 atm pressure or more) and, more specifically, transferring a textile to an injection nozzle through a winch reel in a low-tension state to not only enable a regular dye, but also reduce wrinkles and friction to produce a more ideal dye. The present invention as means for solving the subject forms the winch reel installed at a head part of a high temperature and high pressure dyeing machine by having a drive shaft rod rotating the winch reel to be rotated at a low speed by a power, while installing a cam clutch formed to be freely rotated in the textile transferring direction at one side flange composing the winch reel, thereby transferring the textile by a driving power of the drive shaft rod if the textile transferring speed is low, and having the winch reel to be idle in a same high speed as a textile transferring speed regardless of power if the textile transferring speed is high.
